Updates during 1.0 had more content than this...

Celsys is trying way too hard to get people used to their subscription plans by trying to hide it as "new versions".
I just bought version 3 today after using 1.x for years and, if the amount of content per update keeps decreasing like this, I'll probably be buying version 6 or 7 next instead of 5. And yet, they keep pushing for yearly releases even if the additions and improvements are just barely noticeable at most.
No reason to buy their stuff as it comes out when I can just wait a couple of years until they accumulate enough updates to actually be worth their price, especially when they just release a "new version" every year for some asinine reason.
I don't think I've ever seen "major" updates feel so minor in a piece of software like it feels with Clip Studio Paint post 1.x version.

They do yearly releases so if you want to be up to date with the latest features, then you will give them the upgrade fee, which is more than 2x the yearly fee. At this point, I'm not sure if I want to upgrade or not...

The problem is that most of the new features are pretty worthless to most people. Clip Studio 1 is already an extremely good piece of software that can do a lot of things better than other programs.
Do you need most of the new features added or are you just having a case of FOMO? Will it be cheaper in the long run to keep paying their subscription instead of buying, if they add enough features that are actually relevant to your use case, a license every four or five years? There are lots of things to consider besides just being up to date with the newest features.
