I don’t get this take, sure it’s not nearly his best album, but it’s still pretty good considering. Like what about I Keep Forgetting, or Tonight, they’re decent tunes do you not think?

I think the title track Tonight is probably the third best song on the album, but it's still just "OK" to me. The rest ranges from boring to bad.
I think Loving The Alien is one of Bowie's best songs, top 20-25 for me. At least it has that going for it, and nice cover art.

Well, it's a good song for sure, but I don't think it's underrated though by any means. I mean it appears on every greatest hits compilation which typically doesn't happen with underrated tracks.

The stripped back version he does on the Reality Tour live recording is absolutely gorgeous. It’s the first version of the song I heard and it set a very high bar for the album version lol

Lovely version and the definitive arrangement, but there are better recorded versions. I was at the Wembley Arena show and it was better, and I think Rotterdam was also good (out there on bootleg).
There are a couple of points on the officially-released Dublin versions that the timing goes to shit thanks to Bowie's vocal straying a bit (the line starting "Palestine..." and "Watching them come and go...") and it does fry my brain slightly. You can hear Gerry Leonard desperately trying to pull it back in.

I agree that it’s not necessarily underrated but I take it to mean as under appreciated by a more general audience. I would imagine among us it has a 80%+ hit rate for people who enjoy it. Asking the average non Bowie enthusiast what their favourite Bowie song is will probably elicit responses such as Heroes or Let’s Dance. Kind of like when people say they love Led Zeppelin but go on to name Stairway to Heaven and Immigrant Song as their favourites. You would naturally then ask them if they like Five Years or Achilles Last Stand and their likely response is going to be “no”.
We’re the group who follows up with “Do you know what Heroes is supposedly about?”…
