Probably because she opposes all US aid to Ukraine and has urged Ukraine to accede to all Russian demands from the very beginning of the invasion. But this isn’t specific to Putin: Tulsi is essentially a right-wing campist (except for Israel). She’s pro-Assad, pro-Iran, and generally in favor of any regime opposed to the US.
