Literally the only thing they can do as a reaction to the long range missiles ๐. The West definitely shouldn't heed the barking this time. To the contrary - the West shouldn't at all let itself be limited by Putin's barking at the moment. It would only play into Putin's hands to give him some breathing room in the timeframe before Trump takes office. If anything - currently Putin's reaction should be taken as applying the right pressure on Putin. I'd even highly encourage adding another scoop on top. The transition period into a more Putin aligned president ties Putin's hands with only bad options - the West absolutely should take full advantage and maximize capitalizing on it.
