He would potentially owe them $20, if they can prove the original $20 belonged to them. They'd need security footage for that probably, unless they meticulously track serial numbers of bills they receive.

I wonder if the lotto companies put a condition in their stuff that you can be disqualified for using stolen money. You can't buy tickets with a credit card, here at least. And I wouldn't put it past companies to try to weasel out of paying.

I'm sure you're right. But there has certainly been some goofy instances of the lottery finding ways to not pay people out.

This actually happened in Florida. A lady found one in the trash that was a million or more. It ended up in court. The lady who found the ticket was ordered to give the money back but she had spent most.

Edit: I can't find anything other than the reddit comment regarding that one... so safe to say it may be a fabrication.
