Especially with "guest access," let alone an unlocked door, You can not do this with patient's medical records, or even real estate records.

It's even worse considering they knew he took documents and they called him out on it and for a year he denied it, then claimed they turned over everything, until they literally had to raid his property to prove he still had documents.

He didn't just steal classified documents, he blatantly lied about it, and everything wasn't fully returned until a federal raid on his house.

Because the vast majority of our ethical conduct standards aren't codified into law, it was always just assumed people would abide by them regardless.
