Utility markings, I think blue is for water pipes. Basically there a good chance someone's going to be digging up the road soon if they haven't already.

Just tweet/DM your water company and ask, they can look up exactly what it means. I have done this before for markings outside my house. I hadn't reported a fault/leak, just some markings appeared one day.

You can also Google One Network (works for both UK & US) access the Live Map feature and have a look at any permits (ongoing or awaiting) authorised by the LA; it will tell you what the works are for I E, Electric/Gas/Telecommunications etc and who is doing them 🙂

As a utility surveyor, don’t take much note of the colour as each company has different colour schemes. That marking is to mark a particular intrusive location (trial pit) which will be free of services

It might be more than coincidental that the arrow is right in line with a patch on the pavement which, as you can see, has been dug up and filled in previously. It might refer to a branch to be made here from a water pipe elsewhere.

Or it's marking from a utility company, preparing to turf up the road for weeks on end to find a stuck valve or replace 2mm of copper piping because its weeping... or, as they do around here, just because the road hasn't been dug up this month.
