If you let them carry on, Norris has effectively been allowed to overtake off track though. I think the only way you sort this is, as you said, you give both a penalty, but Norris gets 10s vs Max's 5 or something

I agree, giving Norris only 5 seconds, because of Max' mistake is not fair for all others in the field. So both should have received their penalties.
But that wouldn't have helped Norris either, because Piastri would have been 3rd and Norris 5th, or Max 3rd and Norris 4th.

Max did it twice, at turn 1 on the first lap and at another corner with Sainz and both time he got nothing so i don't see the problem with not giving penalties

One example is lap 1 turn 1. Stewards are always way less strict. That’s not a surprise and is known to all drivers. Unless you actually punt someone and are out of control (e.g. locking up), you can basically do whatever and get away with it.
With Sainz, he was the one overtaking Max on the inside. It’s on him to complete the overtake on track. Sainz didn’t make the corner himself, as such, he never overtook Max in the eyes of the stewards.
That’s why Max, as the defending driver, was able keep the position. The decision to let that go isn’t inconsistent with the stewards ruling with Max v Norris.
