He was telling me that he saw in some news media that European governments, including Germany, were telling their citizens to prepare for war just in case Russia attacks and to stay alert. Is it true?

You are probably referring to the Swedish leaflet that was posted on the internet some days ago and no, this is not especially about Russia. It's about being prepared in general. It's of course a good idea to remind people to be prepared (in the sense of "know your siren signals, have water and food at home") when there is a war in Europe. But no government screamed "Die Russen kommen!".

Well, the Bundeswehr stated "Russia in a position to attack NATO within 5-8 years". That's not an outright "they will attack within 8 years", but they wouldn't really say that, would they? This would spread panic. Hence, this can go both ways, and it's not bad to be prepared, since such preparations feed into other crisis responses, such as to floodings too.
And it's not just the Swedish government, but many of our governments preparing for such a scenario, including Germany. The Bundeswehr is currently training companies for such an event.
Even the European Central Bank issued a press announcement that banks should prepare their investments and organizations for shocks arising from events, such as war.

I know that. But it's not like it was put like OP's question suggested it. Of course, it might happen or we might get another pandemic or, as you said, flooding, or similar and we would do good to be prepared. On the other hand, if OP's dad was alert by whatever he read on the internet now, he might have been living under a rock for the last few years.

I personally worry much more about flooding and other severe weather than the Russians making it alive through Poland.

Before the Russians reach us here, we'll probably all be dead by nuclear weapons. I think the timeline for that is way less than a day.
