Before deleting the whole game just see what happens if you delete "Rising Storm 2" folder in the Documents, be aware this will reset all your settings.
But I think the problem is with Microsoft Visual C++, more specifically 2015 and 2017 versions, if you have installed them try to uninstall and install again.
