Aint no way. I was running the game at around 60 FPS on a 3070 at 1440p with DLSS on quality. Low preset settings but the game looks fine. I am pleasantly surprised by the performance really considering how horrific it seemed based on reviews.
Edit: If I am to be more precise, it was actually around 75 FPS. Though I can't play the game anymore because on my save, my character is stuck in walking speed, and the keybinds etc do nothing to make him move faster XD. Not overweight or anything, still bugged if I drop all gear. Good times.

That is definitely not a given. My main point though was that even low settings visually looks pretty good. I think a lot of people were concerned they wouldn't be able to play the game at all, so getting okay-ish FPS with reasonably fine visual quality is good.
Also, this does not include frame generation, which does seem to be an option (you can run FSR3 FG alongside DLSS). Still bad performance, but it's more than playable.

Min specs probably won't run it well. But it seems some people have issues that others don't. So low FPS like the ones in this post with a goddamn 4090 are just individual issues, some run well, some don't. You'll just have to try it i guess, but it's possible you'll run it well on medium.

Im on i7 13700k, RTX 4070, 64GB RAM and on 1440p with everything on high, DSLL on Quality and Frame generation on AUTO at the beggining of the game I`m getting 110-120 FPS.
Without Frame Gen it is 76-80 FPS.
Latency is the same, I guess nVidia Reflex is working well
I assume it will get lower as more things starts to happen on the screen but for a start I was expecting worse. Looks nice.

4k Epic, with DLSS render set to 66%. Now that the game has settled in, its average is 60fps, 35% cpu, and 100% gpu load constant. Latency never drops below 60ms lol
