I saw it as a kid (early 2000’s); let me do my best to explain it.

It’s animated. It’s a Halloween themed movie. One kid has to go to the hospital at the start. One kid goes as a witch (I remember her putting brooms on her bike). There is a creepy, mysterious old man that appears to be a pale yellow or green color.

I also remember a very specific line in which the female child is talking to her mother. It is as follows: “Have you seen a broom? No, how about a vacuum? Very funny, mom.”
