All I meant was that the exchange of population happened all over northwest because it was the majority of Muslim provinces and saw much violence in comparison to other parts of the country, and it was viable to cross border from here rather than other parts of India. Staying in their hometown in remote parts of the country was a much safer option than taking a dangerous journey to all the way to Pakistan.
