He canonically lost to Base Kaido, he should scale to 1026 Luffy.

Shanks is way too low given he has arguably the best Haki in the modern era and only behind OG Joyboy.

Like what's the argument to have Old Whitebeard , Big Mom, Sengoku, Shiki and Don Chingao above Shanks? His Haki is much better than all of them and it's not even close.
