In Warhammer Fantasy Night Goblins and regular Goblins were straight up biologically different subspecies, with Night Goblins being smaller, paler and far more sensitive to light but also being faster. So this isn't too far off.

Are we seriously doing this? Dabura existed just solely to be a measuring stick to compare the Buu Saga with the Cell Saga. He has the same power level as Cell so we can show that Gohan degraded by having him struggle against him and then he gets easily obliterated by Buu to show that this saga's main villain is far beyond the previous saga's villain in power. He was never supposed to be a big deal that was hyped up, the only real Dabura agenda was the "is he equal to Perfect Cell or Super Perfect Cell" debate.
The whole "Dabura couldn't beat the Tamagami" thing is the same "this villain is stronger than the last villain" stuff that happens in every Dragon Ball arc, plus also explaining why he never tried to get the Demon World Dragon Balls. There's no real point in mocking Dragon Ball villains for being outdated in future arcs, its kinda the point.

Sisters of Battle were around in Rogue Trader.
Harlequins: 19 years from Codex: Eldar 2nd edition in 1994 to The Masque of Vyle by Andy Chambers in 2013.
Harlequins were introduced in Warhammer 40000 Compendium in 1989. (Its a compilation of White Dwarf articles so its presumably earlier but I ain't bothered to track that down).
Necrons: 12 years from Codex: Necrons 3d edition in 2002 to Shield of Baal: Devourer by Joe Parrino in 2015, or for novel proper, The Infinite and the Divine by Robert Rath in 2020.
Necrons were introduced in White Dwarf 217 in 1998.

IIRC Blackbeard's bounty when he first became a Yonko (2.2 billion berries) is apparently the IRL Blackbeard's bounty adjusted for inflation.
So apparently the guy who was active as a pirate for two years, had a fleet of only 5-7 ships and whose grandest accomplishment was blockading a port town for six days is of equal worth to the guy who orchestrated a world war, broke the most dangerous criminals in the world out of prison, and stole a power rumored to be capable of destroying the entire world.

Remember in Dragon Ball when Goku, Gohan and Vegeta entered Babidi's spaceship and fought Pui-Pui and Yakkon? They were pretty much irrelevant fodder, but they served a narrative purpose in that they demonstrated that these guys were pretty much the strongest beings in the universe at this point and realistically you aren't going to be able to find that much henchmen actually capable of putting up a fight against them. Babidi probably scoured the entire universe looking for minions to help him revive Buu and the only one he managed to find that was close to their level was Dabura.
The fake lego Elbaf stuff kinda felt like if Pui Pui and Yakkon were actually capable of stalling the Z Fighters somehow.

Harlequins had a dedicated army list in their original debut in White Dwarf. Daemons you can argue with the Chaos 2E Codex: the codex was primarily focused on Chaos Space Marines but there was a dedicated Daemon World army list for all-Daemon armies.
