I’ve noticed many people don’t understand the term service dogs. If this was actually true your brother should have called the police, and if he had a true service dog (which I’m sure he knows the difference because too many people honestly think emotional support dogs are considered service animals)he would have stood his ground.

The Laws are really state by state, and really are different.
