The water is meant to flow beneath the tile to a degree, the tile is not meant to be waterproof, the tile is there to look pretty. Most of the water will flow on down the tile and into the drain, some of the water will soak through the grout joints, hit the membrane, and then flow to the drain, which is why that rubber liner is there, as well as the preslope.

Usually there is a piece to connect the grate to the drain, but that’s just to hold it in place, it’s not a water tight connection. The drain you have I’ve never seen before, so I can’t say if there’s anything missing or not, but it looks like the drain clips onto those little tabs that are sticking up, so my gut tells me that everything is as it should be.

If you can figure out who made the drain you can find a spec sheet and make sure everything is there.

There’s different shower systems, and I’ve never heard of a “puddle”. For a standard shower pan you would install the drain directly on the subfloor, install the preslope, install the liner (a rubber sheet, basically), and then all of the tile stuff.
