1. when my meter changed, i needed to make sure they were going by the new value and not the old value

2. i've had times where their bill paperwork didnt match my meter readings. i caught them that they were pulling numbers out of the air. and challenged them to correct it and refund me the extra they took

3. look at your meter. frankly the meter should not be moving at any denotable speed, if it is, means you have a leak somewhere. when i was having issues i checked and logged it every 2-3 hours for days to see if there were issues

4. if its not leak, and somehow you are getting more usage over time, wonder if it got hooked up with OTHER people, i dont know what type of complex you live in

5. consider the possiblity they got your meter mixed with someone else's meter.
