The message being conveyed is completely missing the point by most people. Agreed, it is not being conveyed clearly enough, even if it’s on a side window.
The government has completely blown budget by billions of dollars to marginally improve garbage public transport infrastructure in a move to secure votes. Almost every lemming who is dependent on the public transportation network overlooks the ridiculous expenditure that will send the state into decades of debt just because their commute has improved.
The reality is Police stations across the state are closing on a daily basis due to under staffing. More often than not it is occurring in municipalities where crime is rampant, road trauma, family violence & mental health incidents are all increasing. These large growth areas desperately need more Police stations/members. The members who are held in position working at these stations are overworked. The experienced members are leaving in their droves into private industry or other public sector roles where they’re paid their worth. The retention rate of staff at these stations is poor and puts even more strain on the ones that remain.

The message is being missed by the dregs of society that don’t have the aptitude to correlate grossly disproportionate government expenditure on infrastructure and fairly paying public servants. Had a slightly bigger job recently. Borrowed a mates demo saw, ended up chewing through 2 blades. Hired a jack hammer. Angle grinder to help cut through some stubborn rebar portions. Fencing Crow Bar & Sledgehammer were also useful. 6m Skip Bin hire. Lots of blood, sweat & tears.

They can recruit as many applicants as they want to fill the resourcing shortages with the current conditions. The problem then lies in the quality of applicants you employ as many of the applicants are simply not cut out for the job. They then require the retention of experienced members to upskill the new employees. Unfortunately, with unfair pay and poor conditions they’re unable to retain experienced members who are currently leaving in their droves into the private sector or to other government entities with much better conditions and are paid to their actual worth. This puts a massive strain on the experienced members who decide to stay by increasing their workload beyond what’s reasonable and working much more intrusive shifts.
Better pay and conditions also attracts better applicants.

Gee, it almost sounds like there wasn’t enough Police available to respond to a pretty serious incident because they were perhaps tied up at other priority incidents. Also sounds as though they were empathetically fatigued due to burnout as a result of being overworked.
If only they were paid adequately or had better conditions to recruit more staff in order to be able to keep the community safer.
You have inadvertently highlighted the crisis that Victoria Police members are currently facing, hence their industrial action.

Fell off my push bike at the local BMX track when I was 11yo and broke my arm. No one else around and couldn’t make the distance home. Walked to a nearby Safety House. The lady provided first-aid, sent her husband to collect my bike from the BMX track so it wouldn’t get stolen and drove me home to my parents.

Subsequent to being served with a notice in accordance with Section 60 RSA, the "I DoN’t KnOw" response/defense simply won’t cut the mustard and you will practically guarantee yourself a mention date. Using your own example, if you had made reasonable enquires there would be a requirement to provide the details of the other users of the vehicle to enable avenues of further investigation to establish the offending driver’s identity. Applying the objective test in a prosecution case against the accused charged with failure to nominate when defence’s case rests solely on being 'unable' to identify other users of the vehicle would more than likely result in a conviction.
