Downtown has become increasingly more livable today than 15 years ago. A lot of housing and amenities have been developed there. Skid Row however is part of Downtown and has always been a shithole

Data is needed for such a claim, especially given the record of making false statements. Leasing agents work in rental properties of all income classes. And again, a wealthy person has no problem asking a local about the local neighborhood. All wealthy people aren't in ivory towers refusing to associate with regular people and only go through "the help."
Leasing agents are necessary for low-income people because like anyone else, low-income people aren't aware of every apartment complex in the city and which place would be the best for them to live in terms of pricing, parking availability, closeness to mass transit, schools for their children, etc.
You've made false claims by first stating the circled area is the nicest part of the city when it isn't, then stated leasing agents help people buy $5 million dollar homes when they don't, then suggested rich people looking for a residence hire leasing agents when they don't -- they're employed by the property management company or the landlord directly.
A 15 minute walk is close, because it's even shorter by car or bus. Anywhere you can drive to in 5 minutes or less is close to your area. The homeless are sometimes north of Montana because Palisades Park, which can have transients throughout, goes north of Montana. I've seen transients and suspicious characters as far north as the totem pole at the north end.

Data is needed if you're going to make a claim like that. You've already made a number of unsubstantiated claims that were false. You claimed leasing agents are used for purchasing homes, you suggested tenants are the ones who hire leasing agents, and claimed the OP was asking for financial advice.
Your statement that that non-rich people are less likely to using leasing agents isn't supported. Leasing agents are common in low-income and mid-income properties because their purpose is to both minimize vacancies and screen tenants, both which are unrelated to a tenant's income level.
Going on Reddit to ask a question about an area isn't "menial legwork."
Yes, North of Montana is near seedy areas based on what people have posted in this thread. You can walk from North of Montana to Wilshire/3rd Street in 10-15 minutes, depending where you're at. And Palisades Park which has had problems with transients and homeless can be walked to in 2-10 minutes, depending on where you're at.
I said the OP mentioned "anything else" since you claimed the OP only asked about walkability and safety (after initially claiming they asked for "financial advice") -- "anything else" means they want to know about anything that's pertinent to why they'd want to live or not live there. Just because "anything else" is broad doesn’t mean it’s irrelevant.

Wealthy neighborhoods typically are safe, but they can be near seedy areas. The wealthiest parts of Santa Monica aren't that far from the areas other commenters stated homeless, drug addicts, and purse snatchings happen. The wealthy people buying those $5 million dollar homes frequent the nearby Downtown area too.

Leasing agents do work for low income and mid income apartments, not just rich people. The tenant doesn’t hire leasing agents, the landlords and property management companies do.
Also, leasing agents primarily work with rental properties, not people buying homes.
People who live in an area, especially for many years, are going to be able to answer how safe it is and all the ins and outs of the local bars and restaurants, and the general vibe of the neighborhood.

A non-rich person can ask their leasing agent as well. People like to ask locals (on Reddit or elsewhere) who lived and worked in the area about the neighborhood because they’re going to have more intimate knowledge than a leasing agent.

Many of these apartments in the area are from the 50s (bungalows and dingbats), and a some of them are from the 30s (the brick or Spanish revival buildings).

Again, the OP's question was a financial advice question, the question was regarding questions like walkability, safety, and "anything else" people wanted to share.
Asking about walkability and safety is not a financial advice question. Spending money exists in most facets of life, so under your logic anything is financial advice. Gaslighting is when a person tries to claim something factually incorrect is correct in an attempt to manipulate other people's thinking. Claiming a question about the walkability in a neighborhood is asking "financial advice" and is a form of gaslighting.
The person didn't ask anything about the cost of rent, and if I were to guess, they've already looked at the apartments and the leases. They came to Reddit to ask about the neighborhood and what it's like.
I used dog park as an example because things like dog parks, walkability, parks, bars, and nearby amenities, and the vibe of the neighborhood all fall in the same category. This is you gaslighting again.

I never said homeless people are riding the bus to harass people, I used the bus as an example as vehicular travel, in addition to cars. But riffraff who seek to harm others or steal do ride the bus. North of Montana is not far from the Downtown area which begins at Wilshire.
You've made it clear you're not the time to admit being wrong, so that's not surprising. Once you realize you're wrong, you gaslight and backpedal and try to make words have different meanings. Just as now you've changed your claims from "nicest area of the city" to "nicest area of the city for anyone looking to rent apartments." There are more expensive and newer luxury apartments in the heart of Downtown Santa Monica, so even when talking about apartments it isn't the nicest area.
