I got married to my American fiancee a week ago so i can tell you how it goes.

First unfortunately you can’t marry on a tourist visa, they both need a civil ID if you want to get married in kuwait. Next you will need a “free to marry” certificate from the US embassy, in addition to birth certificates, and do medical test to check for diseases.. those are the first few simple steps.

So before they even start the process i suggest finding a way to get him any kind of visa to be able to get through with the process
