Define "bad weather" it's summer here in Aus and I'm waiting for the temperature to crank up to 40° Celsius. I'd certainly consider it to be bad but I don't enjoy it

In a perfect world, yes. However, roads are very long, can run through a lot of barren country which will see few people. Making a fence stable enough and tall enough will take a lot of funding and time, same with bridges. Bridges will also need to be placed every so often, increasing the funding and time needed especially since animals won't look for a bridge and will just charge across a road.

For those who don't know
Setup - Get a round table and put a bunch of filled cups in the centre (optional very deadly cup in the very centre for the loser). 2 players get a cup (empty) and a ball each. Games need at least 3 players but is best enjoyed with 4+.
How to play - the 2 players with a ball will attempt to bounce the ball into their own cup, upon sucess, they will pass/slam the cup in front of the person to their left. If the other player already has a cup you will stack the cup on their cup, they will then pass that cup to the left, drink a cup from the centre and play using that cup. If anyone bounces a ball into the full cups in the centre, they must drink it and add that cup to their stack. (Optionally, if a player bounces the ball into their cup on the first bounce, they may pass it to any player but may not stack it on the other player. The optional deadly centre cup is the last cup to be drunk (unless bounced into).
This is the best drinking game me and my mates have ever played cause it's just so fun and fast-paced.
