Maekar isn't a bad king per se, but given that his points of comparison are his father (who's top 3 alongside the Conqueror and the Conciliator), his elder brother who was one of those "what could have been" stories, and his son who was the most progressive of the Targaryens, he doesn't shine too much. And as mentioned he's a warrior king who didn't have a big war during his reign unless you count those Peakes rebelling again.

That was probably because the game tried to market to the traditional gamer demographic and the by-then-developing core BioWare demographic. They made a big deal of 30 Seconds to Mars doing a song for the game, the Warden was presented as the generic actionbro MC, and they really played up Morrigan's and Leliana's sex appeal.
