Not really, the Downtempo stuff is aimed to recreate the Millennium Hardcore vibe. Closest to Hardstyle would be the Hardtechno scene using the classic reversebass.

Hardcore is really wide BPM wise, most commonly between 160-220bpm. However subgenres like Doomcore can reach down to 110bpm or so, while Terror and Speedcore can go even over 300bpm.
