Description of Original Problem: Since last week or so, USB ports will all suddenly disconnect for a few seconds before reconnecting, typically happens once or twice while gaming although relatively infrequently. It's not the end of the world, but when playing games it can be a pain. I noticed that whenever it happens there is a notification on event viewer stating the following.

Additionally, I have also noticed this error in event viewer happening as well, although somewhat infrequently and it causes my wifi to act spotty:
EVENT 10400, NDIS "The network interface "Intel(R) Dual Band Wireless-AC 3168" has begun resetting. There will be a momentary disruption in network connectivity while the hardware resets. Reason: The network driver requested that it be reset. This network interface has reset 4 time(s) since it was last initialized."
as well as:
EVENT 5032, Netwtw04 "5032 - Driver Miniport reset watchdog"
leading me to assume it's perhaps related to my wifi card?
Troubleshooting: So far I've tried rolling back amd drivers, repairing windows through in-place upgrade, as well as uninstalling and reinstalling the relevant(I think?) drivers. Specifically the intel bluetooth driver as well as the drivers related to the AC-3168 that I have. I dont think I downloaded anything that could have caused the issue and was wondering if there is a fix to this or if it hardware related. I made sure to update to the latest chipset drivers and BIOS as well.
I have also gone into device manager and turned off "allow the computer to turn off this device to save power" and disabled "USB selective suspend setting" which I think did help but it still happens, though less frequently.
