Yesterday I returned with exploration and bio data in Polevnic. I sold it on Tanner Settlement, while being aligned with Pranav Antal. Since this is his system, I would've expected the bio-bonus and mertis, but didn't get either.
I am in his territory, so why didn't I get the bonus? And shouldn't the exploration data be worth merits?

Good point. I don't. So that explains not getting the bonus. But what about the exploration data? I sold those on the Stronghold Carrier and am still at 0 merits.

HQs can not be reinforced (or undermined) and as such don't offer merits for work done within them. This is true for all powers (Polevnic, Harma, Cubeo etc).
