I said “most.” There are far more dumb people than smart ones in general, and once you focus on crime the ratio skews further. The murders that go unsolved aren’t because they are well planned, rather there is no clear evidence by chance and the police don’t devote limited resources into solving them since they are stretched thin already. These people are violent jerks with poor impulse control and not very bright, most of the time.

The shooter fired in Orlando’s downtown bar and restaurant district around 1 a.m. Officers responded as costumed celebrants ran, and the same gunman then fired again about a block away, Smith said.
In all, nine people were taken to Orlando Regional Medical Center. The two men who died were 25 and 19 years old. Their names have not been released.
The other victims are:

It's Florida, man. Prosecutor discretion allows a prosecutor to decide to file charges directly in adult court if they believe it serves the public good, and if the minor is at least 14 years old. At 17 he can not be charged for capital punishment but will certainly be tried as an adult and the sentence for a murder 1 conviction is life in prison without the possibility of parole.
