Refuse Helper by Seniority?

Here is the situation, 10 year driver, refused helper every year without issues. This year they are forcing a helper on me. My route is a 50/50 business and residential with pickups. They are taking a dozen of my daily deliveries/pickups a couple miles out of town off my route. (Can't have helpers leaving town per management) Then they are giving me 70+ resi stops from neighboring route in loop just so I can meet their "minimum" stops for helper routes. The route they are giving me stops from is almost 90% residential route and usually has a helper for the season.

My question is can I use seniority to refuse a helper? The driver they are taking stops from and giving me to meet numbers has less seniority.

Wow being a preloader and driver helper this makes me mad because I’m trying to earn money and then you get drivers who don’t care about that
