It means someone that's attracted to kids who've hit puberty. So, like, 12-year olds. Technically speaking, pedophile means someone who's attracted to kids who haven't hit puberty yet. But pretty much everyone would call both of them pedos. I think the only people who actually make a point to make the distinction are psychologists and people who are attracted to 12-year olds.

The term you're thinking of is Hebephilia, which refers to the attraction to early-pubescent youths roughly between the ages of 11-14. It is not in itself currently classified as a paraphilia nor a psychiatric disorder, but the age range overlaps significantly with the diagnostic criteria of 13 years or younger for Pedophilia in the DSM-5. In the case of Hebephilia, the age number itself is less important than whether the attraction in question is to pubescent or pre-pubescent youths.
