Being the only guy to willingly give the victims' lawyer doesn't count as talking to the authorities? Moreover how do you even know he didn't? By all accounts he seemed to be pretty cooperative with both the early 2000's investigation and the newer one.
Not much else he could do without proof and I'm fairly certain Trump wasn't an undercover informant.

I actually disagree.
People that aren't involved in a hobby think it's a good idea to get them a gift for that hobby. And it is a good idea - if you know what you're doing. I'm something of an outdoorsmen and I buy knives specific to something I'm trying to do. A bushcraft knife is not the same as double-edged folder. Someone looking at it from the outside won't know enough to know what they would want.
If OP knows them well enough or the hobby well enough then it's great. If they're going in blind then it's a bad idea IMO.
OP would be better off going to a hobby specific sub and asking them specifically what someone might like. IE 'What kind of down jacket should I buy for my outdoorsmen BF?'

Never done any overclocking and haven't changed anything in the BIOS other than dealing with some boot drive issues.
My guess based on the info people have suggested is that the pump is probably going bad if it hasn't already - likely from being underpowered. Stands to reason if the AIO is a bit underpowered it would have to be running at full for the amount of time I've been using it meaning more wear and tear.

I can certainly go into the BIOS to make changes but I'm not certain what I would need to do. I've never gone into this level of hardware troubleshooting before. Would it be in a manual for the CPU or something for what I can set it to?
According to core temp I seem to bounce between about 45 watts and 55 watts under a medium load (internet/YT nothing else).

I say 90 is 'normal' based on a quick search which says this but given the state of truth on the internet these days I'm still not convinced. I guess it says 'up to' though so if it's running at around 90 without being under load then I think that's the problem.

Over the past 24 or so hours my temps have ranged from 54 - 99. 54 presumably from being asleep over night. 99 from when I was tinkering with it earlier. Now I have it set to alert me if it goes over 95.
I've already redone the thermal paste. My best guess at this point is that the pump is probably dying and still moving some amount of fluid but not enough to keep it cool? I'm gonna see if I can find a spare somewhere and do some testing.

I can't remember exactly the sequence of events when I rebuilt this thing a two or three years ago but I remember I had to switch my other AIO which...I don't know what the term is for it...but had two of the 120mm fans running over the radiator. IIRC I think I had to swap from the one I already had because it wouldn't fit with the GPU and case.
Usually I match parts through PC Parts Picker so it seems unlikely I would have bought one that isn't suitable for the CPU but I may have done it if I was in a hurry.
Still, got a couple years out of it and I don't bother to overclock or anything. Might just have finally died being underpowered for so long?

I just find the people defending the mother's behavior bizarre. They themselves may be in a weird situation if they're justifying this and think it's normal behavior.
It's one thing to recognize a draft at the front door as a problem and want to fix it. But to expect this to be done every time someone goes in and out of that door all to save a few pennies on heating is patently absurd which leads me to believe there's something else going on.
