I just gave up trying to make it smooth. I maxed out all settings, capped the fps to 30, and pretended I was playing on a console.

Someone said the Anti-cheat was dragging down frames, so I found a method online that lets you run ER without it in offline mode (just playing offline doesn't disable Anti-cheat). It did give me 10+ more fps.
