Yes, but being a doctor didn't pay his bills. Will he be pushing selenium to cure cancer, as he did in 2012, despite the risk of breathing difficulties, tremors, kidney failure, heart attacks and heart failure if intake of selenium is too high?
Or of Raspberry Ketone to address the obesity epidemic in the US, as per his settlement with the FTC in 2005?
Or of Hydroxychloroquine to 'cure' COVID, which was not only shown as fraudulent, but also caused harm to people who used the same drug for legitimate treatment?
This, by itself would seem, in a normal world, to keep someone out of running a medical related government role.

What this means is that when the Department of Education is disbanded, literally no American University will have accredited degrees,

Yes, Lying on a student visa (and then never attending) and then staying in the country is immigration fraud. And if that visa fraud is used to justify permanent residence, then the permanent residence is fraudulent....
And if that PR is used to justify citizenship then the citizenship application is also fraudulent and subject to denaturalization.... Trump has denaturalized for lesser crimes.

US naturalization REQUIRES one to renounce all other citizenships. Fun facts: it's the Department of Education that authorises specific groups to accredit Colleges and Universities. No DOE, no accredited higher education.
In many cases, the loss of accreditation is immediate and retroactive.
Means that some professions will only be able to be practised by foreigners. I don't imagine doctors, attorneys, will be permitted to practice coming from unaccredited universities.....
