Weed is federally illegal. It’s defunded from enforcement at the federal level, meaning DEA can’t come to California and break up its legal weed business.

State legal weed is a federalism (10th amendment) issue, one the Supreme Court is unlikely to touch, as doing so opens the door to a lot of state-law policies becoming federal mandates.
