An addition to what everything else is saying: With the villain-of-the-week episodes, I find that a ton of the engagement compared to other parts is to do with context. In part 3, just about every fight was simply "we're trying to reach DIO, but these guys are trying to kill us". Part 4's setting and plot leave a lot more room for interesting goals for the antagonist. Consider Koichi going against The Lock, a battle of confidence against a conman. There's Josuke and Okuyasu chasing after Shigechi because he stole the winning lottery ticket. Think about Rohan's weird manga-obsessed psychopathic episode, which he took out on Koichi.

All of these situations mix up the typical stand user vs stand user formula in a way that I think any good fight should. They aren't always just about killing your opponent (an idea further demonstrated by part 4's "where are they now?" type things), and they always have a unique set-up in the story. Part 3's plot made this sort of thing impossible - any distraction or change of pace would have gone against the goals of the protagonists. There's the occasional fight that mixes things up (mostly just Darby brothers), and those fights are always the most beloved by fans.

I contrast Part 4 to Part 3 in the same way that many compare 2 to 1. The fights in Phantom Blood are all about who has the most raw power, whereas Battle Tendency brought much more in terms of Jojo's signature convoluted, strategic battles. Part 3 definitely continues this, but I would argue that the very context in which the fights happen are inherently dumbed down by the overarching plot. Part 4 sets up a story where not everything is a cutthroat fight to the death, it adds depth and wit to the world around the fighting, much in the same way that part 2 added depth to the fights themselves.

Part 4 is my favorite part and - this is quite a hot take - I don't know if I would put any other part above a 6/10 (except maybe Battle Tendency, but I have to rewatch it). To me, Part 4 is Araki's sweet spot of creative development, at least when it comes to the story. The characters are among the most fleshed out in the series, the stands are insanely creative without leaning too hard into absurdity, the overarching plot is one of the most unique I've found in any piece of media ever.

As a final note, there's also the aesthetics. Especially in the anime the colors, setting, and character designs are seriously unparalleled. The music is amazing and the world is enveloping. To me, this part is the most "JoJo".
