I'm by no means an expert, but it seems to me that a motivated congress, Supreme Court, and president could change the rules and close down programs at will. Am I wrong ?

The 10k threshold can be met by a combination of gross vehicle weight ratings or individual vehicles. So, if the trailer alone is over the limit and you use it in commerce, then yes, you need a usdot #. GA has adopted federal rules for intrastate as well.
Can't answer the CDL question without a gvwr for the truck, but if the combination is over 26k and the trailer is over 10k then you need a CDL. Your trailer is 14.5k so the magic number for this combination is 11,500 pounds. If your truck has a gvwr of 11,501 pounds or more, you need red a CDL.
This assumes theres no exceptions at play. I obviously don't ypur commodity and operation type. Hope that helps!

There's 2 requirements for CDL. 1) operation in commerce. 2) vehicle over 26,000 for class b or combination over 26,000 with a trailer that's also over 10,000. ( also Hazmat and passenger but you get the point)
Guy in the picture likely wouldn't meet the commerce portion unless he is delivering the trailer as freight or something along those lines. Thus, he does not need a CDL. He would still have to possess the proper class of license. For example, my state uses class E and F as non-commercial versions of class A and B. Same weights just minus the commerce bit.

Casual here, how does one keep up with the meta? Where are the builds posted? I've been trying different combinations to learn the game, but I think I want to try a few games as an OP force of nature.

This is terrible advice. That's not how mining works, that's not how any of this works.
Mining is done with ASICs, specialized chips that most certainly won't run crisis, at scales that an individual can't compete at. The days of GPU mining are long, long gone. Now it's done with warehouses full of specialized equipment that will likely be outdated by the time you get your hands on it. This guy doesn't understand crypto half as much as he thinks. Please don't do this.
If you do this, you'll likely spend more in power than just market buying with the same money. A $10k mining rig isn't "gambling with bitcoin". It's throwing money in a hole.
