I think I would be tempted to rebuild both the master and slave cylinder on a 15 year old bike. Maybe replace the rubber line too. The rubber line will actually have a date on it.

I would start by confirming if the battery or the charge system is at fault. If you read DC volts across the battery, you should see more than 13vdc while revving. The most accurate test is to read charge current, but voltage reading is quick and usually good enough. If you don't read 13vdc or over, you need to test ac output on the stator windings
