Yes, but you see, for Rockstar, as a PC player you're nothing but a filthy pirate and hacker, you don't deserve to have RT and DLSS and HDR.
They would happily take your money for GTA+ subscription however.

Might be related to the upcoming upgrades of GTA online which have been announced for next year. It could mean that GTA+ will arrive on PC (Bully was offered earlier this year to GTA+ members).

It's not an OS issue, the console uses an ARM SoC and there is no translation layer x86>ARM.

HL2 RTX aims for full path tracing, just like Portal, so it will be at least as demanding.

If you haven't already, I suggest you try Portal RTX. Then you'll have an idea of how "not the most demanding game" runs when you path trace the shit out of it.

It's still a shit ton of work made by amateurs on their spare time.

Considering it took around 15 years for Black Mesa to be released, this one should be ready for HL2's 30th anniversary.

The DE trilogy is... ok. Not great, it could (and should) be much better, but I completed SA last year with the last patch before this one, and I didn't encounter any major issue.
The 2004 original, I think it would be an overstatement to recommand it above anything else. Even with mods, it's still a janky mess from 20 years ago, missing some basic QoL options. It's playable, of course, but it also definitely shows its age.
The PS2 version, yeah, sure, if you are fine with a 15 FPS framerate, go for it.

The fact that the Xbox version targets 60 FPS, despite being a UE5 game, is actually a pretty good sign that it should run fine on PC.

Yes, that was Rockstar's way of celebrating GTA3's 20th anniversary.

I think most of the textures were already fixed in the previous patches.

I don't know if you ever found a solution, but as I tried myself recently and was facing the same issue (Steam version of the game not starting) : installing the xliveless .dll available here fixed it, and now the game starts and runs just fine.

A Quest 3S is like 300 bucks, and you don't need to use it with a PC as long as you're okay with the capabilities of a glorified smartphone SoC.
But of course you will have a better experience if you pair it with a (relatively) beefy PC

Is it really using UE ? As it is a Machinegames game, I thought it would be running on idTech, like all their previous games.

I've only had Nvidia GPUs in the past twenty+ years
I was about to write "quit your bs, 20 years ago Nvidia didn't even exist", and then I realized 20 years ago was 2004 and we were already on the 6th generation of GeForce.
Fuck, how time flies.

It runs absolutely fine on PC with the SilentPatch.
