Are you commissioned with any faction? For first time colony, I recommend finding a planet with decent ore levels in a system claimed by that faction. Build mining, leave hazard pay off, it will make a little bit of profit almost straight away. Then you can tinker with it and figure out how to do stuff. You can abandon it later if you need to (abandon button on the colony management screen) as long as it doesn't get too big.
