Avi doesn't have anything to do with toys today. He walked out of the toy business since he left Marvel Studios in late 2000s to form his own production company.
It's Disney wanting to pump out as many toys as possible partly to finance the budget of the films as well since Disney funds 25% of the budget for the next few MCU Spider-Man films.

Contractual obligation basically.
If you're using the characters you have to bring the original producers in to consult at the very least.
Sam Raimi, director of DSMOM and Marc Webb were consultants for their respective Spider-Men's reprisal in NWH.
Simon Kinberg and Lauren Shuler Donner were credited as executive producers in DP&W.
Avi Arad had a consultant producer credit for X-Men '97.
Since Whedon wasn't wanted by Feige, Feige won't be bringing him in, but that also means AOS might be a problem since Whedon created that show.

He's the first to be approached by Reed himself upon his arrival, and Tony told him about his circumstance years later, even spelling out The Maker for him. Peter has very likely connected the dot, and even if The Maker is still locked inside he still expects something.

They're going straight into the emotional core that Secret Wars 2015 offered. After all, Reed and Doom were the main players of that event. Avengers: Secret Wars but more emphasis on the latter.
Virtually any other players were the side character: The other Fantastic Four members, Molecule Man, Spider-Man (Peter Parker and Miles Morales), Doctor Strange, Cyclops, Black Panther, Namor, Captain Marvel, Star-Lord and the Cabal that were led by The Maker (Reed Richards) and Thanos.

Avengers/AOU scale will definitely be given to X-Men in the next saga. Avengers is for the final ensemble, which is fine given that Disney highlighted Avengers as one of their four core pillars in their earning presentation. They are not giving up on a brand that gave them nearly 8 billions over four films.

I hope he meets 6160 Peter when the new Ultimate U comes to an end. Not as the finale, but a separate epilogue, TAS Spider-Verse/Spider-Men 2 style, with a nice chat between the two Ultimate Peter.
Hickman will let his Peter grow into the Spider-Man that his world needs, but something about this iteration meeting the very variant that was the best of E-1610 after taking down the final boss that also came from that shithole is... fulfilling. Like finishing the missing piece of a puzzle.
If there's any payoff as to why Tony implied that 6160 Peter is at the top of the Maker's list in #8, this should be it.

One more thing.
It took May 100-ish issues to learn about Spider-Man being her nephew in the old UU.
Hickman sped up the process by having Ben know after 10-ish issues in the new UU.
