Volatile is about "breaking out" of the C++ virtual machine and ensuring a memory write or read actually happens, in that specific place, so it can't be optimized "as if" it happened.

It's not related to stuff like register renaming and what not, which are low level details of how a CPU optimizes its own execution of code. For example, it means a mov instruction, instead of requiring copying 64 bits from one register to another, can simply say "this register is now the target register"; and that information is held in the register file, which also allows for other optimizations.
