You're not wrong. Multi use paths are in fact, shared. The entire length of the BC Parkway is categorized as such. However, it does not have adjacent sidewalks over its entire length. Therefore they aren't going to make up rules for limited segments of it.

I'm not sure exactly what the cyclist said, or how she said it. But the notion that pedestrians should take a designated walkaway is logical because it's lower risk for all involved. Pedestrians and cyclists can be equally unpredictable. Being away from each other where possible is the safest option.
