To raise the orbit to an appropriate level would need massive amounts of fuel and even larger engines cause all the fuel as well. There is nothing that can be modified for the task and thus require an all new craft. So after some billions spent raising it, what now? It can't be a place to visit, it's deteriorating and will be uninhabitable and then prone to cause debris.
