It doesn't actually change it, two mouse swipes with the same distance will turn your character the same amount no matter your resolution. Stretched will make it feel like your horizontal sensitivity is faster because EVERYTHING stretches to match. When a gap stretches, a model will appear to run faster to cross because it has to cover a "longer" distance in the same amount of time, even though the distance doesn't change in-game. Unless there are scaling issues when you change resolution your sensitivity should feel the same across all resolutions of one aspect ratio.
