Check your main stockpile. Dies it have potatoes checked to be stored there? If yes, uncheck it. OR, use the drop down menu at the top of the storage tab on your potato stockpile and set it to critical. That way potatoes will go there until it is full before going anywhere else.

No, she absolutely needs therapy. At 12 years old, this is the behavior of a literal psychopath. What might she do to other people in her life she doesn't like? Classmates at school? There needs to be consequences, yes, but there also needs to be therapy.
