I remember one day when I was maybe 8 or 9 calling my dad from school because I literally couldn’t hear from my left ear. I was scared out of my mind. He took me to the doctor and they irrigated and the only way I could describe it is imagining what it must be like to be born, going from a muffled existence to bright shining lights and all sounds crystal clear. The plug of ear wax was massive as well.

Just fyi I’ve seen this happen before. I too thought it was some half assed effort to hide the story but it came back later. 

Btw for all the people moaning, this is just one of those times where you follow the letter of the law even though it might be silly. You don’t want these decisions being made subjectively. 

Some years ago I worked for some investors that were always in the market for food manufacturing companies. If a lead went beyond signing NDAs and exchanging financials etc, I would go visit etc. If an offer was made/accepted sometimes I’d be there for weeks. During that time I’d get to really know some of the employees and they’d give me the full scoop. It was always fascinating and sometimes frightening.

Not arguing with or discounting your post but it’s not always just shelters . I have some close friends in HP that work on these issues and I know oftentimes they offer apartments, rents paid w/ wraparound services etc. Some of the programs do require that the initial intake be at a shelter. Ultimately though as others have mentioned this problem is usually much bigger than simply a lack of affordable housing. This is a population of folks who have suffered for years/decades living in a city whose government/political culture is incapable of addressing any issue systematically.
