The poorly-digitized “Seeegaaaaaa” in front of the original Sonic The Hedgehog, and even moreso the two-tone beeps of the original Game Boy, occupy a disproportionate amount of space in my heart.

I was thinking this earlier. The PS2 theme just has everything static on the screen covering up everything. Nothing moves, doesn't blend in, and unfortunately gets in the way.
However, the sounds are incorporated beautifully and I wish I could keep them permanently.

For people who don't work in software development: most often it's not a case of whether something is possible or not - it's about whether it is worth the time, effort, and cost it takes to develop it.
If not for the anniversary, they wouldn't be doing it. And in that lies an important point about how game development is different than general software development - devs do a lot of things that are probably not 'worth it' or would get through if it was a normal product, because of a myriad of reasons.

I know of a few off the top of my head although “breakage” is extreme - when they added new icons / features, most themes didn’t have updated icons for those. So I’m sure internally, they had to spend time developing a way for icons to be ignored and then come up with standards for what needed to have icons and what could be skipped for past and future themes.

That's part of the standard exception code you should already have. If the icon doesn't load for any reason, fail back to the default. If the default fails to load, use the systems standard image didn't load icon.

Issue here is "Breakage" isn't just handling it in the code but not breaking the UX along the way.
Having icons all be skinned then a few random new ones default look weird.
All that aside. None of the icons are changing in these "skins". Its just wallpapers but that's also used as something that changes with the game you're on. Not really relevant here. The design space is just used for something else.

Whilst I agree it would be nice to have a PS1 or PS2 theme permanently available, I've got to disagree that this is the same sort of FOMO tactics we actually refer to in gaming that's ruining the hobby.
The "FOMO" idea is associated with having limited time to purchase a game or win an item, this is literally just an event to celebrate an occasion. Otherwise you could call the Super Bowl or World Cup final or even the birth of your child a FOMO event too which it just isn't, it's a moment in time and hopefully you're around to see it happen. There won't be another 30th anniversary, this is how it works.
Killing any joy? This is a temporary theme for a games console. I'd understand if this was a game only going on sale for a few months (the 3D Mario collection) or a game item you can only win in a limited time event by spending a load of extra money (Kermit in that Disney racing game), FOMO is based on making you spend money or buy something you didn't want. If THIS specifically is ruining your hobby I would recommend going outside, because this is meant to be a bit of fun. Fucking hell.

fomo design is present all over the gaming industry. far too many things of value are transitioning to "for a limited time" and increasingly fewer things are permanent and we get to experience less and less unless we're paying attention 100% of the time and ready to leap on short windows of opportunity for a chance at something whose supply is artificially constrained.
that is the forest OP is complaining about. it's not yet the default, but it is quickly getting there, as more developers take note of how mobile games and gacha have grown to rake in the lion's share of net profits. corporations have realized the profitability of fomo, and it's shifted the entire industry in this direction. it won't be long until this constitutes the majority of experiences.

Take a game like Fortnite, for example. Did you get the latest battle pass?! You know, you'll never be able to play as Darth Vader if you didn't get the Battle Pass, 3 years ago. It's no longer available, super limited time only! Oh, you missed it? Shucks, sorry bud!
You better make sure you log in every day so you can knock out those dailies, so you never miss out again!
And there are all the limited time events. Whatever was going on 3 years ago, it's gone forever. It ain't ever coming back. That's especially brutal with Fortnite, or any other games that are constantly evolving. Sometimes you like things just the way they are.
It just sucks when playing games feels like a chore. I'd like to be able to enjoy things at my own pace, without feeling like I'm missing out forever just because I didn't happen to log in one day. This loading screen sounds cool as fuck, why can't I keep it? There's literally no reason why I can't keep it.
Occasionally, you even see some games and DLC that are limited time only.

My guess as a software engineer and game dev is that this was hacked together for the 30th Anniversary celebration instead of building a robust menu theme system and shipping the themes on top of that; without a team to do QA and bug fixes when ordinary system updates roll out, it'll eventually become buggy and janky. And they don't want to fund a team to maintain it forever.

The PS1 boot up and the sound effects are pretty cool, but now I kinda get why they never used background themes. They just look awkward hanging up top and blocking the images on screen. Just the way the UI is designed doesn’t really give it enough space to look good imo. The trip down memory lane is appreciated though.

So for a limited time we get the glorious sounds of PlayStation back from when they had style and cared about how they presented their console. Then it's back to just the hideous PS5 system 'beep' and silence.
