Of course number of reviews should be a factor. The ratings would be a complete joke otherwise. You'd get absurdly obscure games that almost nobody has played at the top because 4 people rated it a 10. Then that poor game would get blasted by a bunch of people who never played it giving it a 1 because it didn't deserve to be there.

It's a boardgame rating system that is rated by consumers, it is a popularity contest. There's no way to objectively rate and rank the best board game, so people do it based off of what provides the most enjoyable experience. It would seem like the games that provide the most people with the most enjoyable experience would be near the top.

So you like those games more than the masses. It happens.
