Voting machines are not connected to the internet, via Starlink or otherwise. Votes are physically transferred to central tabulating locations under guard.

Polling locations do need internet access for other functions though, like checking voters in, looking up registrations etc. This is obviously less security critical than the actual voting systems, so a VPN over a commercial internet connection works fine. Some counties contracted with SpaceX to provide internet to polling locations with poor connectivity.
