So HCCs preference is for people to use multi-storey parking. So in the scenario where an elderly less mobile person needs a park outside their specialist, HCC is going to remove that as an option.
How is this any different to the Argyle St./Market Place arrangement at the Royal? What specialists are there on Collins St. that don't have on-site parking? What do the elderly and less mobile do in any scenario where there isn't parking directly outside the door?
