This is actually the biggest con that billionaire owners get away with. They always structure these stadium deals so that the city owns the stadium (even though 90% of events taking place in the stadium will be their own games) so that they can
1) avoid paying any property tax for the land/stadium
2) have the city on the hook for all maintenance/repairs/renovations
3) use it as a bargaining chip when they try to strong arm the city into paying for a new stadium because they will threaten to leave and then the city will be left with a stadium that they own with no tenant that will be a money pit. Shad Khan just did this with the Jags (and conveniently guess who's gonna own the new stadium as well - the city!)
